CANTON (STARK COUNTY) AND YOUNGSTOWN (MAHONING AND TRUMBULL
COUNTIES), OHIO
Effective Redesignation Date: 4/1/96 (61 FR 3319, 1/31/96)
Maintenance Plan - Key Features
- 1990 base year; projections to 2006 for Canton and 2005 for Youngstown; emissions
budget through 2006 for Canton and 2005 for Youngstown
- continue operating the air quality monitors in both areas
- track the maintenance of the areas by regularly updating the emissions inventories for the
areas
Contingency Trigger
- Canton - violation of ozone NAAQS in Stark County
- Youngstown - violation of ozone NAAQS in Mahoning or Trumbull Counties, Ohio, or in
Mercer County, Pennsylvania
Contingency Measures
- Canton - lower RVP, if finding of necessity is made by EPA. If not provided, OEPA will
select an alternative unspecified emission control measures based upon consideration of
cost-effectiveness, VOC reduction potential, economic and social considerations, and
other considerations.
- Youngstown - lower RVP if waiver is granted. If waiver is not granted, OEPA will select
a different measure.
Schedule
- Canton - alternate control measures selected and implemented within
12 months from official notification by EPA that waiver for lower RVP would
not be granted for implementing lower RVP gasoline in Canton and Youngstown
areas
- 3/15/94 - submit draft rules to EPA; revisions will be necessary to accommodate the
Youngstown contingency plan
- 10/15/94 - submit final rules to EPA
- 1 month from trigger - OEPA finding of violation announced; OEPA submits request for
program budget; OEPA hires additional staff for program
- 2 months from trigger - OEPA secures lab contracts
- 3 months from trigger - OEPA purchases needed equipment
- 4 months from trigger - OEPA initiates public awareness program; OEPA secures lab
contracts
- 6 months from trigger - gasoline dispensing facilities achieve final compliance
