Maintenance Plan - Key Features

  • 1990 base year, emissions budget through 2005
  • use of UAM, runs completed in 1993 for 3 meteorological episodes causing NAAQS exceedances
  • UAM modeling also to be done in the interim year 1999 and the 10 year maintenance year 2005
  • reformulated gasoline to meet the Federal Phase I and Phase II standards to begin in 1999 in Mecklenburg, Gaston, Union, Cabarrus, Lincoln, Rowan, and Iredell Counties
  • comments taken at public hearing on substituting an enhanced I/M program for reformulated gasoline program
  • Clean Fuel Fleet Program to be implemented in the 7 counties listed above
  • burning bans in the 7 counties listed above for June, July, and August
  • control of NOx for the Transcontinental Natural Gas Pumping Station in Iredell County for June, July, and August
  • additional 10 percent control beyond the control being applied to meet the Title IV NOx requirements on Duke Power's Allen and Riverbend facilities in Gaston County for June, July, and August

Contingency Plan Trigger

  • first trigger: violation of ozone NAAQS
  • second trigger: exceedance of the ozone standard that would indicate a violation would be imminent

Contingency Measures

  • RACT or greater level control for NOx and VOC sources
  • Stage II
  • enhancements to the I/M program
  • transportation control measures
  • any other appropriate measures

Schedule

  • activate first trigger within 30 days of the finding of violation, or activate second trigger after an exceedance
  • first trigger: complete analysis to determine which controls are necessary and adopt these controls by May 1 of the following year
  • second trigger: complete analysis and begin regulatory adoption process for necessary measures by May 1 of the following year
