Contingency Measures

  • lower RVP for gasoline
  • reformulated gasoline program
  • broader geographic coverage of existing regulations
  • application of RACT on sources covered by new CTGs issued in response to CAAA
  • application of RACT to smaller existing sources
  • implementation of one or more transportation control measures sufficient to achieve at least a 0.5 percent reduction in actual areawide VOC emissions. Measures may include the following: trip reduction programs; transit improvements; traffic flow improvements; or other measures.
  • alternative fuel programs for fleet vehicle operations
  • controls on consumer products consistent with those adopted elsewhere in the United States
  • VOC offsets for new or modified major sources
  • VOC offsets for new or modified minor sources
  • increased ratio of VOC offsets required for new sources
  • requirement of VOC controls on new minor sources

Schedule

- After first violation

  • verify a violation has occurred within 1 month
  • identify VOC plan and submit schedule for implementation within 3 months
  • implement VOC control program within 12 months

- After second violation

  • verify a violation has occurred within 1 month
  • submit schedule for implementation of NOx RACT within 3 months
  • implement NOx RACT within 18 months
