- require stationary sources to annual submit information on their emissions; data from
these emissions statements and other sources will be used to determine if emissions have
exceeded 1990 base year levels
Contingency Trigger
Two levels
- Level I - ozone NAAQS is violated
- Level II - (a) the monitored ambient levels of ozone exceed 0.115 ppm more than once in
any years at any site in the redesignated area; (b) the level of VOC, NOx, or CO emissions
increase above the 1990 (attainment) emissions level; or (c) the level of total VOC
emissions for any future year has increased above the level recorded in the prior year
sufficiently so that an increase of the same magnitude in the following year could result in
a level of emissions exceeding those recorded in 1990 by five percent or more
Contingency Measures
- Level I response - conduct an analysis to determine the level of control measures needed
to assure expeditious future attainment of the ozone NAAQS
- Level II response - conduct a study to determine whether the noted trends are likely to
continue, and if so, to determine control measures necessary to reverse the trends, taking
into consideration ease and timing of implementation as well as economic and social
considerations.
Schedule
- Level I - measures that could be implemented quickly would be selected so as to be in
place within 12 months after the state is aware of a NAAQS violation
- Level II - no schedule given
