Maintenance Plan - Key Features

Contingency Measures
- I/M program
- RVP reduction to 7.8 psi

- adopt and implement major non-CTG VOC RACT rules for plastic parts coating, wood
furniture coating, and industrial clean-up solvents
Schedule
- State will inform EPA of violation, review data for quality assurance, and conduct technical
analysis to determine local capability. In addition, State will afford the public the opportunity for review
and comment, as well as solicit and consider technical advice from EPA
- Contingency measure will be selected by the Governor or the Governor's designee within 6
months from triggering event
- Stage II will be implemented: (1) 6 months from decision to employ Stage II or 12 months
from triggering event at gasoline dispensing facilities of any size constructed after 11/15/90;
(2) 12 months from decision to employ Stage II or 18 months from triggering event at existing
gasoline dispensing facilities dispensing 100,000 gallons of gasoline per month; (3) 24 months
from decision to employ Stage II or 30 months from triggering event at existing gasoline
dispensing facilities dispensing less than 100,000 gallons of gasoline per month
- vehicle emissions testing (I/M program) will be implemented 24 months from decision to
employ I/M or 30 months from triggering event
- 7.8 psi RVP gasoline during summer ozone season will be implemented no later than 12
months after decision to employ 7.8 psi RVP or no later than 18 months from triggering
event
