Maintenance Plan - Key Features
- 1990 base year emission inventory; used 1990 to project to 1993 attainment base year
(1991 through 1993 clean air quality data); emissions budget projected through 2005
- update the emission inventory every 3 years
- annual update of inventory tracking to indicate new source growth
- monitor ambient ozone levels by operating monitoring network in accordance with 40
CFR part 58
- continuation of federal RVP limit of 9.0 psi
Contingency Plan Trigger
- violation of the ozone NAAQS
- excessive or unanticipated growth in ozone precursor emissions
Contingency Measures
- extend the applicability of 45CSR21 (VOC/RACT rule) to include source categories
previously excluded
- revise new source permit requirements requiring more stringent emissions control
technology and/or emission offsets
- NOx RACT requirements
- regulations to establish plant-wide emission caps (especially with emissions trading
programs)
- Stage II
- highway motor vehicle I/M program
Schedule
- adoption of one or more rule(s) within 3 months of violation verification
- implementation within 6 months of violation verification
