A violation has occurred in: Kansas City, Kansas-Missouri Violation occurred on 7/13/95 at Missouri, Liberty monitor. Actions - Information as of 10/18/95 - On 7/24/95, Region VII met with Air Quality Forum (state, local, and planning agencies). Kansas reluctant to speak, preferred to call violation an "exceptional event." - On 7/28/95, the State of Missouri sent letter to Region VII; proposed to choose appropriate contingency measures that differ from ones specified in the original maintenance plan, such as:
- EPA suggested implementation of control measure(s) prior to next ozone season (4/1/96 to 9/15/96). - Region VII responded on 8/17/95 to the letter from Missouri. - On 8/28/95, Region VII met again with State and local representatives.
- EPA told representatives that they can substitute an equivalent contingency measure, i.e., one that gets similar reductions. However, Region VII wants more guidance as to what criteria to use to determine the adequacy of a contingency measure. - EPA wants to get RACT rules (e.g., for bakeries and another source category) on the books before next ozone season and wants to include any additional Missouri sources since 1992. Actions - Information as of 9/20/96 - Region VII met with local planning committee to get input on which contingency measures to use. The measures being considered include: I/M, lower RVP gasoline (7.0), clean fuel fleets, no fare transit, further evaluation of point sources for RACT, and public education campaign. - Workgroups have been established to examine feasibility and strategies for each recommended measure. - Review of 1994 - 1996 data shows the area is no longer violating. However,
the Region is encouraging the state to continue to look at the need for
additional measures and to replace the contingency measures that were originally
listed in the maintenance plan.
