Maintenance Plan - Key Features
- 1990 base year, emissions budget through 2004
- RVP of 9.0 psi
- monitoring network maintained in accordance with 40 CFR part 58
- assess growth factors on a triennial basis with a contingency to assess on a yearly basis if
the projected inventory is exceeded by 10 percent or more
Contingency Plan Trigger
- Trigger 1: the projected emission inventory exceeds the 1990 base year inventory by 10
percent
- Trigger 2: monitored violation of the ozone NAAQS
Contingency Measures
- Trigger 1: assessment of growth factors will be done on a yearly basis
- Trigger 2: all EPA CTG categories which are not currently implemented
Schedule
- implementation of measures within 6 months
- if monitored violations of the ozone standard occur within 12 months after above
measures were implemented, NOx control measures will be considered as an
alternative/additional strategy
