Maintenance Plan - Key Features

  • 1990 base year, emissions budget through 2005
  • continue RVP of 7.8 psi
  • fleet turnover to automobiles meeting more stringent emission standards
  • update the emission inventory every 3 years
  • indicate new source growth as indicated by annual emission statements
  • monitor ambient ozone levels by operating the ambient ozone air quality monitoring network in accordance with 40 CFR part 58

Contingency Plan Trigger

  • violation of the ozone NAAQS
  • excessive or unanticipated growth in ozone precursor emissions has occurred

Contingency Measures

  • extend the applicability of 45CSR21 (VOC/RACT rule) to include source categories previously excluded
  • revise new source permitting requirements requiring more stringent emissions control technology and/or emission offsets
  • NOx RACT requirements, if such requirements are not already applicable
  • Stage II
  • regulations to establish plant-wide emission caps (potentially with emissions trading provisions)
  • implementation of basic (or enhanced) I/M

Schedule

  • one or more revision(s) selected within 3 months of violation verification
  • adoption of control measure(s) within 6 months of violation verification
