  • 1990 base year, emissions budget through 2005
  • continuous improvements to the basic I/M program by the end of 1995
  • BAAQMD will annually analyze the 3 most recent consecutive years of monitoring data to verify continued attainment and submit to the EPA an annual report by July 1 of each year for data collected the previous year

A violation has occurred in: San Francisco Bay, California

Violation occurred on 6/23/95. A total of 32 exceedances have occurred; a total of 11 violations over 3 monitoring sites.

Actions - Information as of 10/18/95

- On 7/19/95, Region IX met with CARB representative and local Air Quality Management representatives

  • looked at meteorological causes for exceedances
  • improvements to basic I/M plan beyond 1996 in place; next step 1996: reformulated gas statewide - discussed reform to get VOC reductions
  • initially, local representatives not willing to discuss contingency measures beside I/M improvements already adopted and reluctant to federalize NOx rules [Note: The State of California prohibits option of adopting centralized I/M program and testing.]

- EPA recommended - federalize the 6 NOx measures, i.e., place adopted State NOx rules into the SIP

- On 9/11/95, Region IX met again with representatives

  • agreement by group to perform photochemical modeling to decide upon appropriate contingency measure(s) - do not want full-blown UAM, however
  • agreed to submit a year-end status report to EPA

- EPA recommended the schedule to get NOx rules before next season - 6 rules, the later 3 NOx rules needed to get reductions before next ozone season (end May to mid October)

Actions - Information as of 9/20/96

- Reformulated gasoline implemented in early 1996.

- Regional Office continues to meet with CARB and locals to find additional measures. However, because of potential for a new standard and IIP no additional measures will be selected until decisions have been made.

- Reviewing enhanced I/M. Looking at results from improved basic I/M program (with biennial testing) already in place to determine how well enhanced I/M will work.

- Class action suit filed against the State for both reformulated gasoline and enhanced I/M.

- The area has adopted NOx rules and implemented NOx RACT.

- Exceedances have been reduced from 32 in 1995 to only 8 thus far in 1996.

Action-Proposal to redesignate to nonattainment 12/19/97 (62 FR 66578).
