Maintenance Plan - Key Features

  • 1990 base year; 1990 attainment year; projections to 2005
  • continue ambient air monitoring site in St. James Parish in accordance with 40 CFR part 58. These data will be quality assured and submitted to AIRS on a monthly basis.
  • during year 8 of the maintenance period, the LDEQ will submit a revised plan to provide for maintenance of the NAAQS in this parish for the next 10 years.

Contingency Plan Trigger

  • First trigger - second exceedance of the ozone NAAQS within any consecutive 3 year period
  • Second trigger - third exceedance of ozone NAAQS recorded during any consecutive 3 year period

Contingency Measures

  • VOC offsets
  • new CTG or ACT rule implementation

Schedule

- First trigger - LDEQ will submit VOC offsets rule to EPA within 9 months

- Second trigger

  • offset rule implementation
  • LDEQ will submit new CTG and ACT VOC rules to EPA within 9 months
  • implementation of new CTG and ACT VOC rules will occur if a violation of the ozone NAAQS is recorded during any consecutive 3 year period
