Contingency Plan Trigger
- Trigger 1: 3 exceedances of ozone NAAQS in 1 year
- Trigger 2: violation has been monitored
- Trigger 3: violation after implementation of Stage II and I/M
- Trigger 4: VOC emissions greater than 95 percent of the 1990 level of VOC emissions
Contingency Measures
- Trigger 1: Stage II
- Trigger 2: Stage II and I/M
- Trigger 3: NOx RACT
- Trigger 4: Stage II and/or I/M
Schedule
- To implement Stage II
- identify and verify third exceedance or violation within 1 month
- final compliance of all non-independent facilities within 2 years
- final compliance of 100 percent of facilities owned by each marketer within 3 years
- To implement I/M
- program rules become effective within 6 months and 30 days
- new analyzer specifications issued, if necessary, and begin certifying 4 gas analyzers within
12 months
- mandatory testing at centralized test stations within 18 months
- To implement NOx RACT
- identify and verify violation following implementation of OAC 3745-21-09 and I/M within
1 month
- source demonstration of compliance or submittal of schedule to achieve compliance within
3 months
- achieve compliance with requirements of OAC 3745-14-03 or request extension within 18
months
