Maintenance Plan - Key Features

  • 1990 base year; 1993 attainment year; projections to 2007
  • continue operating and maintaining the ozone monitors in Walworth County during the 10 year maintenance period
  • WDNR will track progress by generating VOC and NOx emission inventories for the years 1996, 1999, 2002, 2005, and 2007

Contingency Plan Trigger

  • violation of the ozone NAAQS and EPA-approved analysis showing that emission sources within county caused the violation (i.e., not caused by transport)

Contingency Measures

  • Stage II vapor recovery
  • non-CTG RACT

Schedule

- If analysis shows violation not to be attributable to transport from other areas

  • verify violation and submit plan to analyze violation to EPA for approval - 60 days after violation measurement
  • submit completed analysis, public notice, and comment material to EPA for approval - 14 months after violation measurement
  • implement Stage II vapor recovery - 24 months after violation measurement
  • non-CTG RACT measures - 24 months after violation measurement
