Maintenance Plan - Key Features
- 1990 base year; 1993 attainment year; projections to 2007
- continue operating and maintaining the ozone monitors in Walworth County during the 10
year maintenance period
- WDNR will track progress by generating VOC and NOx emission inventories for the years
1996, 1999, 2002, 2005, and 2007
Contingency Plan Trigger
- violation of the ozone NAAQS and EPA-approved analysis showing that emission sources
within county caused the violation (i.e., not caused by transport)
Contingency Measures
- Stage II vapor recovery
- non-CTG RACT
Schedule
- If analysis shows violation not to be attributable to transport from other areas
- verify violation and submit plan to analyze violation to EPA for approval - 60 days after
violation measurement
- submit completed analysis, public notice, and comment material to EPA for approval - 14
months after violation measurement
- implement Stage II vapor recovery - 24 months after violation measurement
- non-CTG RACT measures - 24 months after violation measurement
