Notes for the:
8-Hour Ozone Report With Classifications
for Carbon Monoxide (CO), Particulate Matter-10 microns (PM-10),
1997 and 2006 Particulate Matter-2.5 microns (PM-2.5), and Previous 1-hour Ozone
8-Hour Ozone classified area designations for the 1997 standard were effective on June 15, 2004.
Thirteen (13) 8-Hour EAC areas were designated attainment on April 15, 2008.
1997 PM-2.5 area designations were effective on April 5, 2005. 2006 PM-2.5 area designations are effective on December 14, 2009.
On June 8, 2007, the United States Court of Appeals vacated the Subpart 1 portion of the Phase 1 Rule (Court Order) (PDF). On May 14, 2012, the Former Subpart 1 nonattainment areas were classified under Subpart 2 ( 77 FR 28424 (PDF)), effective June 13, 2012.
There are a few counties that are split between 8-hour ozone areas:
- Kern Co, CA is split between the San Joaquin (Serious) and Kern Co (Eastern Kern), CA (Subpart 1) 8-hour ozone areas. The northeastern portion of the county is attainment. The previous 1-hour ozone areas were San Joaquin (Severe-15) and Kern Co (Eastern Kern) (Serious).
- Los Angeles Co, CA is split between Los Angeles South Coast (Severe 17) and Los Angeles-San Bernardino Cos (W Mojave), CA (Antelope Valley) (Moderate) 8-hour ozone areas. Both parts make a whole county. The previous 1-hour ozone areas were Los Angeles South Coast (Extreme) and SE Desert (Severe-17).
- Riverside Co, CA is split between the Los Angeles South Coast (Severe 17) and Riverside Co, (Coachella Valley), CA (Serious) 8-hour ozone areas. The eastern desert portion of the county is attainment. The previous 1-hour ozone areas were Los Angeles South Coast (Extreme) and SE Desert (Severe-17). The previous 1-hour ozone SE Desert (Severe-17) was split into Los Angeles-San Bernardino Cos (W Mojave), CA (Antelope Valley) (Moderate) and Riverside Co, (Coachella Valley), CA (Serious) 8-hour ozone areas.
- San Bernardino Co, CA is split between Los Angeles South Coast (Severe 17) and Los Angeles-San Bernardino Cos (W Mojave), CA (Antelope Valley) (Moderate) 8-hour ozone areas. The previous 1-hour ozone areas were Los Angeles South Coast (Extreme) and SE Desert (Severe-17).
- Solano Co, CA is split between San Francisco (Marginal) and Sacramento (Serious) 8-hour ozone areas. This is the same as the previous 1-hour area. Both parts make a whole county. The previous 1-hour ozone areas were San Francisco (Other) and Sacramento (Severe-15).
- Sutter Co, CA is split between the Sutter Co (Sutter Buttes) (Subpart 1) and Sacramento (Serious) 8-hour ozone areas. The previous 1-hour ozone areas were Yuba City (Section 185A) and Sacramento (Severe-15).
There are a few counties that are split between one or more previous 1-hour ozone nonattainment areas that are now in one 8-hour ozone area:
- Fairfield and Litchfield Cos, CT were in both the New York (Severe-17) and the Greater CT (Serious) previous 1-hour ozone nonattainment areas. Fairfield Co is completely in the New York 8-hour ozone area and Litchfield Co is completely in the Greater CT 8-hour ozone area.
- Hillsborough Co, NH was in both the Boston-Lawrence-Worcester (E.MA), MA-NH (Serious) and the Manchester, NH (Marginal) previous 1-hour nonattainment areas, but is now in the Boston-Manchester-Portsmouth (SE) (Moderate) 8-hour ozone area.
- Rockingham Co, NH was in Boston-Lawrence-Worcester (E. MA), MA-NH (Serious), Manchester, NH (Marginal) and Portsmouth-Dover-Rochester, NH (Serious) previous 1-hour ozone nonattainment areas, but is now in the Boston-Manchester-Portsmouth (SE), NH 8-hour ozone area.
- Orange Co, NY was in both the New York-N. New Jersey-Long Island, NY-NJ-CT (Severe-17) and the Poughkeepsie, NY (Moderate) previous 1-hour ozone nonattainment areas, but is now in the Poughkeepsie, NY (Moderate) 8-hour ozone area.
