- Local concerned citizens;
- Local industry leaders; and
- State and national regulatory officials.

- A shared understanding of community resources;
- A shared commitment to maintain NAAQS standards; and
- A shared desire to create and act on effective strategies.
Utensils:
- Consensus building meetings for an effective coalition;
- Leadership to develop a vision;
- Teamwork to get all the ingredients to work together; and
- Political commitment to get past hurdles.
Servings:

Instructions:
- Create an active multi-stakeholder effort to gather community leaders in the private and public sectors.
- Develop commitment to achieving air quality improvements through community action.
- Add consensus building. Your goal is to create and act on effective strategies.
- Negotiate with the regional EPA office to develop the legal documents
that define the F.A.R., and lay out the actions the city will take if
it exceeds standards.
