EPA's 2004 Federal Activities Inventory Reform (FAIR) Act Inventory

Attached is the Environmental Protection Agency's (EPA's) 2004 Inventory of Commercial and Inherently Governmental Activities. The inventory was prepared in accordance with the Federal Activities Inventory Reform (FAIR) Act of 1998 and the Office of Management and Budget (OMB) Circular A-76 "Performance of Commercial Activities." This inventory does not include Full-Time Equivalents (FTE) from the EPA Office of Inspector General; they submit and publish their inventory separately.

The inventory represents a comprehensive report of all EPA commercial and inherently governmental activities and the FTEs performing them. In putting together the inventory, the nature of each function, the degree of discretion exercised by individuals performing the function, the sensitivity and confidentiality of the information required to perform the function were considered. As a regulatory Agency, the need to maintain appropriate in-house expertise and staffing capabilities to effectively apply and enforce the nation's environmental laws in fulfilling the Agency's mission were also taken into account.
