Dear Mr. Rhodes:
The Environmental Protection Agency (EPA) received your letter of August 18, 2000, conveying the National Advisory Council on Environmental Policy and Technology (NACEPT) Compliance Assistance Advisory Committee's (CAAC) consensus recommendations on the Agency's Draft FY01 Compliance Assistance Activity Plan. The recommendations have been shared with the Agency's program and regional offices. Administrator Carol Browner has asked me to respond to your letter on behalf of the Agency.
The Agency appreciates the time and energy that Committee members have brought to the task of assisting EPA in strengthening our compliance assistance program. The CAAC's consensus recommendations on the Draft FY01 Compliance Assistance Activity Plan clearly represent thorough analysis and thoughtful deliberation of the issues. As a result of this effort, EPA has already made plans to address many of the short-term recommendations in the final version of the FY01 Plan when it is complete this fall.
EPA is also committed to working with the CAAC over the next year to explore their long-term recommendations. In particular, EPA will work jointly with the CAAC through three recently established committee workgroups to address the issues they have raised related to compliance assistance measurement, priority setting, and integration.
Again, on behalf of the Agency, I want to thank both the NACEPT and the CAAC for providing EPA with constructive recommendations to improve our compliance assistance program.
Sincerely, Steven A. Herman |
