Charge to the NACEPT Reinvention Criteria Committee
Reinvention at EPA is a fundamental change in the way the Agency assures public health and environmental protection. Under the leadership of President Clinton and Administrator Browner, EPA is using common sense to change the way that it does business. EPA is making environmental regulation work better so that all Americans can enjoy continued environmental improvement that is less burdensome and less costly.
NACEPT was asked to recommend criteria the Agency can use to measure the progress and success of specific reinvention projects. NACEPT will not evaluate EPA's reinvention efforts because the Agency is in the early stages of the reinvention process. Rather, NACEPT will suggest criteria that the Agency can use to evaluate these projects in the future. EPA will identify the projects for NACEPT to focus on, the first of which will be the Common Sense Initiative. Specifically, NACEPT will identify criteria and recommend a framework that EPA can use to measure the success of relevant reinvention projects.
NACEPT will also identify opportunities for the Agency to promote self-certification as an alternative to Agency approval. For example, EPA issued a Pesticide Registration Notice that will allow companies to self-certify low-risk labeling and formulation changes. NACEPT will provide recommendations on a framework and criteria that other program offices can use to identify similar self-certification opportunities.
