National Environmental Performance Partnership System
On May 17, 1995, EPA and state leaders signed a Joint Commitment to Reform Oversight and Create a National Environmental Performance Partnership System (NEPPS). The landmark agreement launched creation of performance-based EPA-state partnerships.
On May 17, 2005, EPA Administrator Steve Johnson marked the tenth anniversary of NEPPS during his opening remarks at the Agency's annual meeting of its Senior Executive Service (SES) employees. He said NEPPS has been a template for collaboration - one of the Administrator's five principles for managing the Agency - and these partnerships will be central to the Agency's future successes.
In April, 2005, the Environmental Council of the States (ECOS) passed a resolution celebrating the 10 years and the importance of the agreement to strengthening the results-based partnership between the Agency and the states.
