These reports were prepared and adopted by the Local Government Advisory Committee, a public advisory group providing external advice to the Administrator and other officials of the Environmental Protection Agency (EPA). The Committee is structured to provide balanced, expert advice related to all aspects of the relationship between EPA and local governments.
