Data Systems
Permit Compliance System (PCS) is a national computerized management information system that
- automates entry, updating and retrieval of National Pollutant Discharge Elimination System (NPDES) data
- tracks permit issuance, permit limits and monitoring data, and other data pertaining to facilities regulated under NPDES.
PCS was developed in 1974 and resides on a mainframe computer at EPA's National Computer Center (NCC) at Research Triangle Park (RTP) in North Carolina. PCS records water-discharge permit data on more than 150,000 facilities nationwide.
For the past several years PCS has been undergoing a modernization effort to address outdated technology and new program requirements. As of June 16, 2009, 31 states, territories and tribes are using ICIS-NPDES. The remaining 22 NPDES states will move from PCS to ICIS (Integrated Compliance Information System) over the next few years.
