State and Local Partnerships
Center Activities
In planning investigations, NEIC has historically considered how EPA Regional Office personnel and their state and local agency counterparts might be included in the on-site investigation and inspection activities, particularly in the civil enforcement program activities. In doing so, NEIC recognizes its responsibility to not only to conduct a thorough examination of pollution activities at a facility, but to demonstrate a willingness to provide an example of how this work can be performed and the rationale behind such approaches.
Examples of the type of assistance provided include:

Capacity Building: Participation by state/local/tribal inspectors.

Compliance Assistance: A facility's representatives asked questions that were answered regarding regulations/requirements/etc. and future regulations/requirements. Potential compliance options were discussed, and additional information/materials (e.g. materials, articles) were provided or improved.

Regulatory Compliance: A facility responded favorably to findings by the following actions: placing labels on containers, tanks, doors, etc; adding/changing signs/warnings; improving record keeping requirements; and modifying required work products.

Environmental Benefit: A facility modified its environmental management systems/components, activities, etc. Contamination was remediated; production processes were changed; pollution prevention or waste minimization projects were instituted; treatment operations were modified; best management practices were instituted; sampling locations and methods were modified; and additional measurements were taken or activities associated with required determinations were promised.
NEIC provides technical assistance to regional, state and local environmental government offices, and other government agencies is also provided by phone or E-mail, or by direct assistance to an ongoing investigation.
