What is the National Environmental Policy Act?
"The National Environmental Policy Act (NEPA) is our basic national charter for protection of the environment. It establishes policy, sets goals, and provides means for carrying out the policy." [40 C.F.R. Section 1500.1(a)]
Two sets of regulations govern EPA's implementation of NEPA:
- The Council on Environmental Quality (CEQ) regulations found at 40 C.F.R. Parts 1500 - 1508
- EPA's NEPA implementing regulations found at 40 C.F.R. Part 6.
