How does the EA fit into the NEPA review process?
If your proposed project is not eligible for a Categorical Exclusion (CATEX), EPA uses the information provided in your Environmental Information Document (EID) to create an Environmental Assessment (EA).
EPA decides whether to issue a Finding of No Significant Impact (FONSI) or to move forward with an Environmental Impact Statement (EIS) based on the project's potential environmental impacts. EPA does not prepare an EA in cases where it has already determined that an EIS is needed.
