General Information
The Staged Electronic Data Deliverable (SEDD) is a uniform format for electronic delivery of analytical data for environmental programs. The data deliverable generated by SEDD is an industry-standard Extensible Markup Language (XML) file. A major advantage for laboratories is that SEDD can be implemented in stages. This allows laboratories to meet Electronic Data Deliverable (EDD) requirements for multiple programs without having to overhaul their EDD-producing systems as agency or program needs change.
What is SEDD?
- SEDD is an hierarchal file created by a Laboratory Information Management System (database).
- A SEDD file contains information regarding the chemical analysis of samples.
- Information (analytical results) from a SEDD file can be checked using automated data review tools.
SEDD Users
The following organizations/programs are using SEDD as the electronic format for the delivery of laboratory analytical data:
- EPA [CLP, Remedial Action Contracts (RACs), Superfund Technical Assessment and Response Team (START) contracts, Great Lakes National Program Office (GLNPO) Great Lakes Legacy Act Program]
- United States Army Corps of Engineers [Formerly Used Defense Sites (FUDS), Military Munitions Response Program (MMRP)]
- United States Department of Energy (Pantex Site, Amarillo, TX)
- South Carolina Department of Health and Environmental Control (Pilot Projects in the Bureau of Land and Waste Management and Bureau of Water)
Other federal and state agencies are also evaluating the use of SEDD.
SEDD Benefits
Currently, laboratories produce over 100 different types of electronic deliverables to meet the needs of multiple customers. The stages of SEDD can help reduce the number of these deliverables and the associated costs for both laboratories and their customers by:
- establishing a uniform electronic format that can meet the needs of multiple agencies and programs;
- providing a common set of valid values for methods, analytes, units, etc.; and
- delivering sufficient information for the automated review and validation of analytical data at various levels (from comparing laboratory reported values to project objectives to a complete recalculation of laboratory reported results).
Additional cost savings will be found as agencies and programs adopt SEDD and more electronic tools are developed that can be for:
- generating the files from Laboratory Information Management Systems and other databases;
- automating major portions of analytical data review; and
- generating hardcopies from the electronic files (using XML Stylesheets).
SEDD files also allow for the long term storage of laboratory analytical data in a non-proprietary format (XML) as well as keeping all associated laboratory quality control information related to the sample analysis.
The SEDD Stages
The SEDD deliverable is available in four stages. You can select the stage that best suits your reporting requirements. These stages are described below:
- Stage 1 contains the minimum number of analytical data elements
to convey results ONLY data to the end user (and is equivalent
to the data on the current CLP Form I).
- Stages 2a and 2b build on Stage 1. Stages 2a and 2b add method
and instrument Quality Control data, respectively.
- Stage 3 builds on Stages 1 and 2, and adds additional measurement
data to allow for independent recalculation of reported results.
Stage 3 will be similar in detail to the current CLP electronic
deliverable.
- Stage 4 builds on Stages 1, 2, and 3 and adds the raw instrument data files. This Stage is currently under development.
