Conference Call with Regional Grants Management Officers and Regional Project Officers Concerning the Implementation of the State Grant Template

Regional Project Officers

On December 6, 2006, OGD and OCIR had a conference call with Regional Grants Management Officers and Regional Project Officers concerning the implementation of the State Grant Template. During the call, the major question raised was whether EPA Regions may award grants for programs subject to the template with FY07 funds in the absence of complete State Baseline data. The answer to that question is yes. Regions may make FY07 awards even if there are gaps in State Baseline data. As explained in the Final State Grant Template guidance, dated August 2006, Regions should acknowledge those gaps at the time of grant award by including the following notation in the Template's State Baseline Column : " Data under Development." Regions will need to make conforming changes to the Template as soon as the necessary data becomes available.

The question also came up during the call about the deadline for Regions to provide Template information to NPMs and OCIR about the application of the three caveats for special reporting conditions (see attachment). This information must be submitted by the end of the first quarter of FY07.
