DWSRF Annual Allotments

Since fiscal year (FY) 1998, the Safe Drinking Water Act (SDWA) has required that EPA allot grant funding to each state based on the state’s proportional share of the total eligible needs reported for the most recent Drinking Water Infrastructure Needs Survey. The minimum proportional share that each state can receive is one percent of funds available for allotment to all of the states. The Act also provides for national set-asides, including funding for Indian Tribes and Alaskan Native Villages, monitoring of unregulated contaminants, and operator certification reimbursement. Read basic information about state grants through the Drinking Water State Revolving Fund.

American Recovery and Reinvestment Act of 2009 (ARRA) State Allotments

The DWSRF program is allocating $2,000,000,000 as part of the American Recovery and Reinvestment Act of 2009 (ARRA). This is in addition to the DWSRF annual appropriation for FY 2009. ARRA state allotments will be distributed on percentages derived from the 2003 Drinking Water Infrastructure Needs Survey.

FY 2010 State Allotments (Tentative)

The FY 2010 State Allotments are currently tentative, based on the President’s Budget Request; final allotments will need to await Congressional appropriations.   Allotments are also based on EPA latest (2007) survey of infrastructure investment needs of the Nation’s drinking water systems.  Details are provided in the Federal Register Notice of the FY2010-2013 Allotment Formula
