April 2005Meeting Your Information Needs Vol. 9 No. 3 In This Issue...Safe Drinking Water Information System (SDWIS) Extensible Markup Language (XML) Processing Update Safe Drinking Water Information System (SDWIS) Extensible Markup Language (XML) Processing Update As of March 24th the test Central Data Exchange (CDX) and SDWIS/Operational Data System (ODS) processing was shut off to allow the contractors to perform testing of the new versions of CDX and SDWIS/ODS. The testing was successful. The SDWIS/ODS version 1.2 database has been successfully installed at the Environmental Protection Agency (EPA) in the Research Triangle Park (RTP) production environment. The new version of CDX, which includes the multi-user notification, was installed in the production CDX environment on April 1st. The contractors are in the process of ensuring that the two production environments operate correctly and consistently. The SDWIS/ODS version 1.2 database is being initialized with the April freeze data from SDWIS/Federal Version (FED) and should be complete on or before April 8th. It takes several days to extract and load into the database and will be performed in parallel with the CDX testing. Once this is complete we will be able to process primacy agency XML data into the SDWIS/ODS database again. Users will need to log into the production CDX website to transfer XML data. They can also use the production site to transfer Data Transfer Format (DTF) data to the mainframe. We are in the process of finalizing the DTF to XML transition plan, based upon comments received, which incorporates the change that the SDWIS/FED database will continue to be the database of record until September 30, 2005. This is a change from the last version of the transition plan which stated that the new SDWIS/ODS database would become the database of record on May 15, 2005. The SDWIS/ODS database will not become the database of record until October 1, 2005. All XML processing into the SDWIS/ODS will continue to be for testing purposes even though it has been installed in the production environment. The latest version of the transition plan has been reviewed by EPA headquarters and it will be forwarded to the EPA regions this week for review and comments. SDWIS/Reporting Services EPA headquarters was planning to release an updated version of the SDWIS/Reporting Services by April 1st but, because of unexpected hardware problems, the application wasn't able to be thoroughly tested. On April 18, 2005 we anticipate having SDWIS/Reporting Services available for access to the following reports: Service Area and Facility Data (03 Report); PWS Violation and Enforcement Summary (24 Report); Grant Eligibility (32 A, B and C Reports); Annual Compliance Report (AC Report); Lead and Copper Report (LC Report); and Annual Data Evaluation Report (35 Report). The SDWIS/Reporting Services is currently available only to EPA headquarters and EPA Regions staff. Due to security issues the SDWIS/Reporting Services will not be available to users in the states until the summer of 2005. Drinking Water Information Security Policy Signed Michael Shapiro signed a memorandum on April 4, 2005 transmitting the "Policy to Manage Access to Sensitive Drinking Water-Related Information" to the Deputy Regional Administrators. The policy applies appropriate security planning and controls to EPA's handling of latitude and longitude coordinates and related Geographic Information System (GIS) analyses identifying the location of drinking water wells and intakes, and delineated Source Water Areas (SWA's), and related state source water assessment program data available to EPA. The intent of the new policy is to balance security concerns and diverse state handling requirements with public health goals, right-to-know requirements, and other program and statutory responsibilities. The Office of Ground Water and Drinking Water (OGWDW) has set up an ad hoc workgroup of state and EPA stakeholders to establish Standard Operating Procedures (SOP) that all EPA programs wanting access to this data must follow to meet the requirements of the new policy. The first meeting of the workgroup is scheduled for early May with a target date of September 2005 for issuance of the final SOP. An interim SOP will be followed until the workgroup completes the final SOP. Progress on Completing Underground Injection Control (UIC) Requirements Analysis The Drinking Water Protection Division (DWPD) is ready to kick off a pilot test of the proposed UIC data model (version 5(c)) using UIC data from several volunteer states and regional Direct Implementation (DI) programs. The UIC data model identifies the minimum data elements proposed to meet the five business drivers identified in the UIC business plan and the identified system design objectives. The pilot test will evaluate how well the proposed data model will meet specified database design objectives, including its ability to generate critical management reports and to feed Agency databases. Version 5(c) of the UIC data model was released on 4/12/2005 after five weeks of stakeholder meetings. The UIC Database workgroup, comprised of headquarters, region and state representatives, met in March and April with the EPA UIC program managers, Ground Water Protection Council (GWPC) staff and several state members, the Office of Environmental Information (OEI), and the Office of Enforcement and Compliance Assurance (OECA) to address their concerns and to better integrate our proposed database into the Agency's enterprise architecture. The goal of the UIC system development effort is to build a UIC information system managed by EPA to more effectively oversee the national UIC program within the agency Information Technology (IT) environment, through transfer from existing primacy state/region DI databases. We are projecting completion of the requirements analysis and logical design by the end of Fiscal Year (FY) 2005 and deployment, if directed to proceed, in early FY 2007. Second Round of Source Water Area (SWA) Polygon Data Collection On April 19, 2005 EPA distributed to all states and regions the revised SWA data model and data collection procedures for use in submitting the latest set of GIS coverages of their digitized SWAs. The revised data model is consistent with the final FY 2005 Source Water Protection Measures Guidance, most directly in support of Measure 1.1. This is the second round of SWA polygon data collection, kicked off by Steve Heare on November 24, 2004. Round 1 resulted in national GIS coverage for 21 states and has been widely used to support cross program integration initiatives with the Clean Water Act (CWA), the Resource Conservation and Recovery Act (RCRA), the Office of Science and Technology (OST), Superfund, and the Office of Pesticide Programs (OPP) to meet coordinated source water protection objectives. The round 2 data collection initiative is expected ro result in GIS coverages for 40 to 50 states by the end of Significant Non-Compliance (SNC) and Significant Non-Compliance Enforcement Tracking System (SETS) Development The Central SNCTool is in its final stage of development. The draft design document will be available the week of May 23, 2005. If you're interested in seeing a copy please email L.A. Darnell at darnell.luann@epa.gov. The SNCTool code has been frozen for testing. Internal testing began the week of May 9th and should wrap up during the week of May 30th. An alpha SNC report has been developed but has not yet been viewed by Office of Ground Water and Drinking Water (OGWDW) staff. The report will be further developed once internal testing of the code is complete. External testing will become available with the beta version of the SNC report. The contractor is currently reviewing the SETS requirements document. SETS development will begin as soon as the Central SNCTool passes internal testing. Data Warehouse The Data Warehouse at headquarters houses the annual tables database, which contains the annual January freeze of Safe Drinking Water Information System/Federal version (SDWIS/FED) data. It also houses the latest freeze database, which currently contains the 2005 1st quarter data. The Data Warehouse at Research Triangle Park (RTP) houses the LatestQuarter database which currently contains all of the data migrated from the SDWIS/FED for the 2005 1st quarter freeze plus any data submitted to the Oracle Database System (ODS) up to May 5, 2005. The quarterly pull was done late because of the need to migrate Fed data and because the pull package had to be rewritten due to the renaming of the production ODS for version 1.2. The LatestPull database contains all of the data migrated from the SDWIS/FED for the 2005 1st quarter freeze plus any data submitted to the ODS up to May 10, 2005. Both of these databases reflect ODS version 1.2, which among other things eliminated the "EventSchedule", and "EvaluationCritera" tables some contents of which were assimilated by the "EventScheduleActivity" and "SiteVisit" tables. Tech Tip: If you want to know who's submitting what to the ODS, check out the "JobStatus" table in both the LatestQuarter and LatestPull databases. Remember, LatestPull is updated monthly. The next update will be June 4th. If you need to know when the data in either database was pulled from the ODS check out the table named "DateOfLastODSPull."
