EPA'S Opportunity
President Clinton posed the challenge of creating a government for the 21st century that looks like America. A fully diverse workforce strengthens our democracy by providing all Americans with representation in the Federal government. Consequently, the President's Management Council (PMC) established a work group to address the most under represented group in the Federal government - Hispanics. It was an excellent opportunity to focus on developing a skilled diverse workforce without focusing on quota.
Federal agencies have been asked to address the serious under-representation of Hispanics in the Federal workforce, and to develop internal strategies and initiatives that will define and enhance our efforts to attract, recruit, and retain qualified Hispanics. This Toolkit is designed to provide assistance to managers and supervisors as they seek more diversity among their employees. It should be used to determine how to identify sources with high Hispanic representation, to identify appropriate hiring vehicles, and to identify EPA contacts and networking opportunities to increase EPA visibility in the Hispanic communities.
Hispanics comprise 10.8 percent of the civilian labor force and 6.2 percent of the Federal workforce. EPA's Hispanic representation is 4.5 percent.
