Strategy
Managers and supervisors should work closely with the Agency's Hispanic Employment Program Managers (HEPMs) and their servicing Human Resources Staffs to develop recruitment strategies to attract and hire Hispanic employees and to explore career development opportunities for those Hisanics currently employed with EPA.

Hispanic Employment Program (HEP)
Title VII of the Civil Rights Act of 1964 makes it unlawful to discriminate based on an individual's race, color, religion, sex, national origin, or handicapping condition. Federal agencies are required to take action to provide equal opportunity to minorities and women to remedy the effects of past discrimination and ensure that its work force reflects the composition of the United States labor force.
In the 1970's the federal government began establishing special emphasis programs (SEPs); one of them was the Hispanic Employment Program (HEP). The HEP is a management program designed to address employment issues of Hispanics and its main purpose is to promote the employment, development, and advancement of Hispanics.
Each regional and Headquarters office in EPA has at least one collateral-duty HEP manager.
