Strategy

Managers and supervisors, in consultation with their servicing Human Resources Staff, must make good use of the available variety of hiring mechanisms when searching for qualified diverse candidates:

Methods

Two major recruitment methods are internal and external. Internal recruitment ensures that current employees have an opportunity to advance within EPA. External recruitment provides EPA with the opportunity to draw from a large pool of diverse candidates.

Hiring Flexibilities

EPA can best build a diverse workforce by making use of all the available hiring methods, hiring flexibilities and retention tools.

Limitations

Regulations limit the Federal government's ability to make on-the-spot
