Hiring Limitations

Interagency Career Transition Assistance Program (ICTAP)	Gives priority selection to applicants who have either (1) a RIF separation notice, or been separated by RIF, (2) a Certification of Expected RIF Separation; or (3) identified as a "surplus" employee. An ICTAP employee will be referred to vacancies that are at or below the grade level of and have no more promotion potential than the position from which separated.
Veterans' Employment Opportunities Act of 1998	Allows preference eligibles or veterans who have been separated to compete for vacancies under merit promotion procedures when an agency accepts applications from outside its own workforce.
