  • Issued the EPA-OIG Recovery Act oversight workplan.
  • Initiated: Review of State Processes for Developing Drinking Water State Revolving Fund Intended Use Plans for Recovery Act Funding.
  • Provided comments on EPA's Stewardship Plan (the Agency's plan to mitigate risks associated with Recovery Act funds).
  • Provided review comments and recommendation on two Federal Acquisition Regulation proposed Case Changes associated with ARRA.
  • Informed EPA of our scope and methodology to perform site visits of construction sites and municipal and local government sub-recipients that were awarded Recovery Act State Revolving Fund assistance.
  • Initiated: Review of EPA's Oversight of State Activities to Solicit Projects to be Funded by the Recovery Act Green Reserve.
  • Prepared an analysis and discussion on the options for economic modeling approaches used to calculate the number of jobs created.
  • Issued a Flash Report Recommendation to Strengthen Integrity Processes Affecting Recovery Act Activities (Special Report 09-X-0145) resulting in a revision to Agency guidance for conducting the Fiscal Year 2009.

  • Sub-Recipient Briefing to Arizona State Clean Water and Drinking Water State Revolving, 07/28-30/2009 (100+ participants - all sites).
  • Review EPA's draft Clean Water and Drinking Water State Revolving Fund compliance supplement revisions, as they apply to Recovery Act funding.
  • Briefing to and meeting with the Washington State Clean Water and Drinking Water State Revolving Program Coordinators, 07/06/2009 (10 participants).
  • Education and outreach material published and distributed to ARRA Administrators and Recipients.
  • Initiating capture and organization of ARRA specific data.
  • Review Office of Management and Budget's proposed Recovery Act compliance supplement and provide comments to Office before it finalizes and issues the supplement.
  • Initiate an assignment to review EPA's assistance agreement and contract staff assigned to oversee Recovery Act funding.
  • In the process of developing a statement of work for contracted audit work.
  • Issue a report on assistance agreement recipients and contracts with open recommendations potentially affecting Recovery Act activities.
  • Conduct site visits (four) of construction sites and municipal and local government sub recipients that were awarded Recovery Act State Revolving Fund assistance.
