Recruitment Notice FCIP-Ann Arbor-FY05-02 Federal Career Intern Program

ABOUT THE FEDERAL CAREER INTERN PROGRAM:
On July 6, 2000, the President signed Executive Order 13162 authorizing the establishment of the Federal Career Intern Program (FCIP). The purpose of the program is to assist agencies in recruiting and attracting exceptional men and women who have a variety of experience, academic disciplines, or competencies necessary for the effective analysis and execution of public programs.

If selected into the program, you will receive an Excepted Service appointment (Schedule B) not to exceed 2 years. You may be hired at grades GS-5, GS-7, or GS-9 depending upon your qualifications. Employment as an Intern confers no rights to further Federal employment in either the competitive or excepted service. The FCIP includes a 2-year training component designed and approved by EPA. Continuance in the program is contingent upon satisfactory performance throughout the internship period. Once you successfully complete the program, you will be eligible for noncompetitive conversion to a permanent position in the Federal competitive service. POSITIONS:
The Assessment and Standards Division (ASD) of the EPA in Ann Arbor, Michigan is seeking graduates from Bachelors, Masters, and/or PhD programs in Chemical Engineering and Mechanical Engineering to fill several positions.

ASD is the hub for the development of national policy and emission standards for motor vehicles, engines, and fuels. ASD carries out its mission through regulation, policy, and technology development, guided by the assessment of environmental and economic impacts and the demonstration of innovative technologies. The Division is seeking engineering candidates with strong policy, communication, and interpersonal skills to become part of a dedicated team of professionals that will lead the way in improving our nation’s air quality by supporting vehicle, engine, and fuel regulatory and technology programs. Interns will be involved in a variety of programs, including those related to the recently passed legislation known as the Energy Policy Act of 2005, which will dramatically change the nation’s fuel programs. As members of the EPA team, interns will have the opportunity to work in the following areas:

- development of vehicle/engine/fuel standards and regulations
- assessment and evaluation of emission control technologies and alternative fuel technologies
- environmental and economic impact assessment of future vehicle/engine/fuel control options
- evaluation of fuel-effects on emissions
- evaluation of refinery technologies and economic issues
- development of vehicle/engine/fuel test programs

QUALIFICATIONS REQUIREMENTS:
Degree in professional engineering. To be acceptable, the curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure of properties); (g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics.

Substitution of Education for Specialized Experience:
Superior Academic Achievement: Applicants who meet all the requirements for a Bachelor's Degree from an accredited college or university and have a cumulative grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcripts, or as computed based on 4 years of education meet requirements for the GS-7 level, or as computed based on courses completed during the final 2 years of the curriculum.

Completion of Graduate level education or the equivalent of 2 years of full-time study leading to a Master's Degree in the appropriate related discipline is qualifying for meeting the requirements for the GS-9 level.

All males born in 1960 or later must certify if selected that they have met the registration requirements under the Selective Service Law prior to appointment.
