**Petroleum Administration for Defense Districts (PADDs)

1 The 7.2 psi fuel program remains in the SIP for East St. Louis, Illinois, but the State has opted the area into the RFG program and the area is now an RFG covered area. As such, the VOC performance requirement for RFG now also applies.
