Electronic Reading Room
The Electronic Freedom of Information Act Amendments of 1996, established the requirement for electronic reading room availability of any records processed and disclosed in response to a FOIA request that “the agency determines have become or are likely to become the subject of subsequent requests for substantially the same records.” This mandate created an opportunity for the Office of Pesticide Programs (OPP) to provide efficient affirmative access to a broad collection of pesticide regulatory records, and health and environmental effects information that otherwise would have to be sought through a formal petitioning of the Agency under FOIA.
The OPP FOIA Electronic Reading Room has two components:
- Science Review Repository. OPP evaluates scientific data submitted by pesticide registrants in support of pesticide registration to assess potential human health and environmental effects. These data are conducted with active ingredients, inert ingredients, and product formulations in accordance with EPA guidelines, and generally fall under the subject areas of:
- toxicology,
- environmental fate and groundwater,
- ecological effects,
- residue chemistry,
- product chemistry, and efficacy.
OPP’s evaluations are called science reviews or data evaluation records (DERs). In the Science Review Repository you will find citations to over 30,000 science reviews previously released or likely to be requested under FOIA. New pesticide indices, with their science review documents, are being added regularly to the Science Review Repository.
- Regulatory Repository EFOIA Docket EPA-HQ-OPP-2007-1024. In this electronic docket opened October 2007 in Regulations.gov, you will find:
- Registration Jackets – The Office of Pesticide Programs maintains a regulatory file (Registration Jacket) for every pesticide product registered under FIFRA. Registration Jackets contain correspondence with the registrant, forms related to data support and compensation, and information related to product labeling.
- Data compensation forms – submitted by pesticide registrants in support of registration including Certification with Respect to Citation of Data (EPA Form 8570-34), and Data Matrix (EPA Form 8570-35).
- Incident reports - reports of possible adverse effects from the use of pesticides;
- Tox one-liners – chemical-specific summaries of health effects data reviewed by the Office of Pesticide Programs (OPP).
