  1. Description of the Active Ingredient
  2. The active ingredient is a refined, multi-component extract of Oil Nepeta cataria which is a member of the mint family of plants (Labiatae). The technical grade active ingredient (TGAI) is identified as Refined Oil of Nepeta cateria and is also referred to as Hydrogenated Catmint Oil (HCO). The technical grade active ingredient is intended for use in the manufacture of a dermal applied insect repellent for direct application to human skin to repel black flies, mosquitoes and other biting insects.   5. Hydrogenated Catmint Oil (HCO) is a refined, multi-component extract of the mint family of plants (Labiatae). The technical grade active ingredient is classified in Toxicity Category III for acute oral toxicity and primary eye irritation and Toxicity Category IV for acute dermal, acute inhalation and skin irritation. The Agency concludes that no risks to human health will be expected from the use of Hydrogenated Catmint Oil based on its low toxicity and current use as a food ingredient by the general public without any reported adverse effects on human health. Since Hydrogenated Catmint Oil (HCO) has the potential for eye irritation, the Agency is requiring stringent application directions.v

  6. Assessing Risks to the Environment

The technical grade active ingredient is intended for use in the manufacture of a dermal applied insect repellent for direct application to human skin and should not to be applied directly to water or to areas where surface water is present, and if used as labeled, is not likely to accumulate in drinking water. The Agency concluded that exposure and risk from the proposed use of the manufacture and integration of the technical grade Hydrogenated Catmint Oil into a formulated product is not expected to occur or pose a threat to non-target organisms.

  8. Regulatory Information
  9. On October 12, 2006, the Agency received an application from Dupont Chemical Solutions Enterprise, to register a technical grade product (TGAI), containing the active ingredient Refined Oil of Nepeta cateria. A notice of receipt of the application for registration of Refined Oil of Nepeta cateria as a new active ingredient intended for use in the manufacture of a dermal applied insect repellent for direct application to human skin to repel black flies, mosquitoes and other biting insects was published in the Federal Register on February 27, 2008 (73 FR 10434-35) with a 30-day comment period. On December 5, 2008, the Agency granted the registration for a technical grade Refined Oil of Nepeta cateria product, containing 100% by weight active ingredient. The product mentioned above, is the only registered biochemical pesticide product containing Refined Oil of Nepeta cateria as an active ingredient.
