ePMN: After April 6, 2012, all new PMNs and SNUNs, as well as support documents (for notices submitted after April 6, 2010), must be provided to EPA via CDX. February 8, 2012 -- A federal enforcement action requires Dover Chemical to pay $1.4 million and to cease manufacturing certain PBT chemicals, known as short-chain chlorinated paraffins (SCCPs), and to submit pre-manufacture notices to EPA for various medium- and long-chain chlorinated paraffins, which also are persistent and bioaccumulative. SCCPs are used in metalworking operations, as plasticizers and flame retardants in plastics, and as an additive in paints. Read more and read the press release.


In response to public requests, EPA is providing the public more time to comment on two new chemicals proposed Significant New Use Rules (SNURs), both published on 12/28/11. The comment period will be extended for one SNUR at 76 FR 81441 for two chemical substances, until 2/26/2012. For another SNUR at 76 FR 81447 for 17 chemical substances, the comment period is being reopened until 45 days following publication of the new notice (until March 19).


The PMN Status page, which had included only PMNs and Low Volume Exemptions, has been revised to now include SNUNs and all other exemption notices. Also, please follow the new format to enter the information in the search form on the Status page.

Note: Having a Chemical Abstract Services Registry Number (CASRN) for a chemical does not equate to that chemical being listed on the TSCA Inventory.

Mandated by section 5 of the Toxic Substances Control Act (TSCA), EPA's New Chemicals Program helps manage the potential risk to human health and the environment from chemicals new to the marketplace. The program functions as a "gatekeeper" that can identify conditions, up to and including a ban on production, to be placed on the use of a new chemical before it is entered into commerce. Anyone who plans to manufacture or import a new chemical substance for a non-exempt commercial purpose is required by section 5 of TSCA to provide EPA with notice before initiating the activity. This premanufacture notice, or PMN, must be submitted at least 90 days prior to the manufacture or import of the chemical.
