Re: Recognition of PMNs P-03-655/656 as 2005 New Chemicals Program Pollution Prevention (P2) Recognition Award Recipient

Dear Dr. Empie:

It is a special honor for me to congratulate you for commencing manufacture of new chemicals with particular merit for their potential to prevent pollution in the environment. The above-referenced Premanufacture Notifications (PMNs), which you submitted under Section 5 of the Toxic Substances Control Act (TSCA) and for which you have submitted a Notice of Commencement, are being recognized for their A pollution prevention @ (P2) potential.

As you are aware, the Agency has reinvigorated its New Chemicals P2 Recognition Project for submitters of innovative new chemicals which are selected for recognition because they promote source reduction as well as safety goals, in particular when the innovative chemistries substitute for existing chemicals posing greater risks. EPA has selected your company for this recognition for the following reasons: Archer RC is a reactive coalescent that does not contribute to VOC (Volatile Organic Compound) emissions when tested, according to EPA Method 24, for use in commercial/retail coating formulations. As a replacement for currently used petroleum-based coalescents in paint and coatings, it will reduce exposure to and release of VOC substances when used by consumer and commercial operators.

Since limited information on these new chemicals is currently available to EPA, I would like to request that you keep EPA informed of the commercial success of these substances. Please submit any new information that you consider helpful in this context and any new toxicity data that becomes available to the Office of Pollution Prevention and Toxics Document Control Office, EPA East Building, 1201 Constitution Avenue, N.W., Room # 6428, Washington, D.C. 20004, (202) 564-8930.
