Re: Recognition of PMN P-04-894 as 2006 New Chemicals Program
Pollution Prevention (P2) Recognition Award Recipient

Dear Mr. Agostini:

It is a special honor for me to congratulate you for commencing manufacture of a chemical with particular merit for its potential to prevent pollution in the environment. The above-referenced Premanufacture Notice (PMN), which you submitted under section 5 of the Toxic Substances Control Act (TSCA) and for which you have submitted a Notice of Commencement, is being recognized for its "pollution prevention" (P2) potential.

As you are aware, the Agency has reinvigorated its New Chemicals P2 Recognition Project for submitters of innovative new chemicals which are selected for recognition because they promote source reduction as well as safety goals, in particular when the innovative chemistries substitute for existing chemicals posing greater risks. EPA has selected your company for this recognition for the following reasons: Dequest PB products, based on inulin isolated from chicory roots, are a valuable alternative to petrochemical derived polyacrylates used in process and water treatment formulations.

Since limited information on this new chemical is currently available to EPA, I would like to request that you keep EPA informed of the commercial success of this substance. Please submit any new information that you consider helpful in this context and any new toxicity data that becomes available to the Office of Pollution Prevention and Toxics Document Control Office, EPA East Building, 1201 Constitution Avenue, N.W., Room # 6428, Washington, D.C. 20004, (202) 564-8930. Again, I congratulate Solutia Inc. on your efforts.
