MAI Program Authorities
Executive Orders
Authority for the MAI Program is derived from various statutes, regulations and Executive Orders which include:

- Executive Order 13230 (October 12, 2001), President's Advisory Commission on Educational Excellence for Hispanic Americans(PDF) (5pp, 106K)
- Executive Order 13256 (February 12, 2002), President's Board of Advisors on Historically Black Colleges and Universities (PDF) (3pp, 44K)
- Executive Order 13270 (July 3, 2002), Tribal Colleges and Universities (PDF) (4pp, 52K)
- Executive Order 13385 (October 4, 2005), Continuance of Certain Advisory Committees and Amendments to and Revocation of Other Executive Orders (PDF) (5pp, 98K) and
- Executive Order 13316 (September 17, 2003), Continuance of Certain Federal Advisory Committees (PDF) (2pp, 46K)
At least two of these Executive Order require the Agency to submit annual reports which track the amount of assistance EPA gives to the designated class of institutions. After observing a decline in overall assistance to MAIs, EPA made a commitment to do "M.O.R.E." with MAIs
