The Computer Aided Management of Emergency Operations
(CAMEO) software, designed for use in emergency planning and
response, is being issued in an updated version for Windows.
LandView, the CD-ROM reference atlas that combines maps with
demographic and economic census data along with EPA facility
databases, was released in 1995. CEPPO prepared related
communications materials and announced and distributed
LandView. The Headquarters CEPPO will train the Regions in
use of the system, and the Regions will train States and
local groups in its application. The sets of 11 LandView
disks are available for purchase through the Department of
Commerce. CEPPO is making LandView available at no charge to
certain audiences and is working with the Unison Institute,
whose RTKNet makes available downloads of LandView with
single county maps free to all.

Region 2 is developing a pilot environmental justice
outreach module that demonstrates LandView to Local Emergency
Planning Committees (LEPCs) and community groups and explains
community right-to-know information. Regional staff received
a test set of LandView disks, and they are becoming familiar
with the system.
The Region uses an Environmental Justice Outreach Module
that provides a demonstration of LandView software,
successfully developed by the Removal Programs Branch.
Several demonstrations have been provided to Local Emergency
Planning Committees (LEPCs), community groups, and
governmental organizations involved with environmental
justice, CBEP, and Brownfields areas. Discussions for
additional demonstrations are under way with relevant EPA
coordinators (i.e., environmental justice, brownfields, and
community-based coordinators) and community group
coordinators.
Compliance assistance items were added to the February
1996 Environmental Justice Workplan. RPB participated in the
compliance assistance seminar held in Newark, NJ, on December
14, 1995, with other Region 2 enforcement programs, and
additional seminars are being planned. Through these
seminars, the regulated communities in environmental justice
areas are apprised of community-right-to-know reporting
requirements.
RPB is also utilizing a database of High Risk facilities
developed by EPA-HQ to include facilities located in
environmental justice areas for inspections, compliance
assistance, and LEPC phone checks with facility reporting
requirements. Compliance assistance is provided by visiting
the facility and discussing with the operators the potential
and interest for conducting a Chemical Safety Audit (CSA) at
the facility. Of the 26 facilities screened for CSAs in FY96,
9 facilities are located in Newark, NJ, which is an
environmental justice area.

Region 4 considers environmental justice concerns into
preparedness and prevention activities. Efforts include
developing lists for facility audits in minority areas. In
FY95, safety audits were conducted in Vicksburg, Michigan;
Atlanta, Georgia; and Mobile, Alabama.
