communities in NYC and Washington, D.C.-- approximately within 3 months
supplement community forums with conference calls and reviews of any existing
analysis.

emissions)
- degradation/displacement of adjacent uses (economic development, open
spaces)
- techniques to reduce impacts from facilities
- techniques to prevent oversaturation
- consideration of impacts from other facilities identification of all interim waste
handling activities (e.g., recycling operations)
- identification of current process of regulating operation and siting of facilities
- definition of waste transfer stations permits required, exemptions and
permitting agency siting rules
- environmental review process
- process to identify existing of and potential for oversaturation
- process to identify potential of presence of "disparate impacts" or presence of
environmental justice circumstance
- process undertaken by WTS owners to site facilities, communicate with
community tax and other financial incentives (empowerment zone incentives)
used by owners of WTS
- role of disincentives for waste reduction and recycling in creating need for and
magnitude of waste transfer station capacity solid waste management planning
Once the findings of fact have been completed, the workgroup will issue a findings of fact
document that will be the basis for developing recommendations in Phase II.

These are the three general areas of exploration that is anticipated for developing
recommendations. However, since the findings of fact will provide the basis for developing
recommendations, the categories of recommendations will be further refined once the findings
of fact are completed. |
