Action 5 – Review Community Engagement Policies and Activities Associated with Enforcement Activities
During the course of its enforcement activities, EPA can often share information with the affected communities and engage them in dialogues with the regulated entities and the parties responsible for conducting response activities. EPA will look for opportunities to increase such information-sharing and dialogues, and thereby, facilitate community involvement in significant decision-making processes, while maintaining the necessary safeguards against disclosure of privileged or enforcement-sensitive information.
Office of Enforcement and Compliance Assurance (OECA) will:
- Coordinate a review of current enforcement policies and activities to determine how to engage communities affected by enforcement actions while still being consistent with ethics rules, federal rules, and applicable laws.
- Improve EPA Regional website information on enforcement in specific cases.
- Increase public access to information relating to enforcement activities under RCRA and CERCLA.
- Develop fact sheets to better explain enforcement processes as needed. Prepare a compendium of best practices that have been successfully used to engage communities in the enforcement process under RCRA and CERCLA.
