This page provides access to information on funding opportunities available in EPA's Office of Solid Waste and Emergency Response (OSWER). In support of EPA's policy initiative to encourage competition in the award of grants, cooperative agreements, and other assistance agreement vehicles, OSWER requires that all discretionary funding opportunities subject to the Agency's competition policy be published on this site. Effective February 17, 2015, all initial applications submitted for competitive awards based on solicitations issued on or after February 17, 2015 must be submitted to EPA electronically through Grants.gov. Effective October 1, 2014, EPA Grants Policy Issuance (GPI) 14-02, Enhancing Public Awareness of EPA Assistance Agreements (PDF) (6 pp, 302K  About PDF) was issued. This policy establishes procedures to enhance public awareness of EPA's role in funding assistance agreement projects that protect the health and environment of communities.

OSWER Anticipated Funding Opportunities

During FY 2015, OSWER currently anticipates issuance of competitive grant solicitations in the following areas:

Environmental Workforce and Job Training Grants, Brownfields Revolving Loan Fund Grants, Brownfields Assessment Grants, Brownfields Multi-Purpose Grants, Brownfields Cleanup Grants, State Assistance Grant, Hazardous Waste Management Grant Program for Tribes, Tribal Solid Waste Management Assistance Project.

FY15 Hazardous Waste Management Grant Program for Tribes (PDF) (23 pp, 91K, About PDF)
This notice announces the availability of funds and solicits proposals from federally-recognized tribes or intertribal consortia for the development and implementation of hazardous waste programs and for building capacity to address hazardous waste management in Indian country. In accordance with the EPA Indian Policy of 1984, EPA recognizes tribal governments as the primary parties for managing programs for reservations.

In an effort to maximize the benefits to tribes from the limited funding to support the Hazardous Waste Management Grant Program for Tribes, the EPA has reassessed the criteria used to evaluate proposals submitted for funding through this grant program beginning in FY 2015. The goal of this effort is to provide technical assistance to a greater number of tribes for activities that involve hazardous waste management on tribal lands.

FY15 Tribal Waste Management Capacity Building Training Grant (PDF) (21 pp, 69K, About PDF)
This notice announces the availability of funds and solicits proposals from eligible entities that will provide training, peer-to-peer technical assistance and travel scholarships to federally-recognized tribes in support of waste management capacity building on tribal lands. The recipient will conduct trainings that will assist tribes in the development and implementation of sustainable waste management programs. The trainings will focus on: (1) developing Integrated Waste Management Plans (IWMPs); and (2) developing Tribal Codes and Ordinances. In addition, the recipient will offer travel scholarships to support the trainings as well as provide travel scholarships to financially assist tribes that voluntarily participate in the EPA's National Peer Matching Program.
