This page is designed to provide the information and tools necessary to comply with the Renewable Fuel Standard (RFS).

RFS Attest Engagement Information

The submission date for attest engagements by all parties that owned or generated Renewable Identification Numbers (RINs) in a calendar year is May 31 of the subsequent calendar year. For more information, see the attest engagements page.

RFS2 Compliance Information

RFS2 Registration Updates, 40 CFR 80.1450(d)(3)

New Submission Process for Updated Engineering Reviews

There is a new web form in the OTAQ Fuels Program Registration (OTAQReg) online application that makes it possible to submit updated Engineering Reviews electronically. The following document provides step-by-step instructions for using this new, simplified functionality.

The following documents provide guidance to registered renewable fuel producers and foreign ethanol producers to comply with registration and engineering review updates required by 80.1450(d)(3).

Instructions for RFS2 New Fuel Pathway Determinations

EPA has established a process to assess and determine if new fuel pathways achieve Greenhouse Gas (GHG) reduction thresholds qualifying them for use under the RFS2 regulations. See this general information and instructions on how to request EPA evaluation and determination of any new fuel pathway not listed in 40 CFR 80.1426.

The RFS2 Questions and Answers

This Q&A list will be updated frequently with new questions that we receive. All questions and answers in this document are also located in our Frequently Asked Questions (FAQs) database.

RFS2 Remedial Action Guidance

As in RFS1, EPA has been made aware of certain situations that are violations of the regulations where remedial actions have been requested. For more information, please visit the RFS2 Remedial Action Guidance webpage.

RFS2 Engineering Review Guidance

These documents provide guidance to independent third party professional engineers who will be conducting the engineering review for renewable fuel producers as part of their registration requirement for RFS2. They also serve to clarify registration reporting deadlines as well as requirements for submitting supporting registration documents, such as applicable permits, facility records, supplemental plans, etc.

Most renewable fuel producers are required to submit all required information for registration, including copies of applicable permits, engineering review and the applicable supplemental plans, etc to EPA 60 days prior to the generation of RINs.

 RFS2 Workshop Presentations

On April 14 and 15, 2010, the National Petrochemical & Refiners Association (NPRA) and American Petroleum Institute (API) hosted an RFS2 implementation workshop where EPA provided detailed presentations on the Renewable Fuel Standard Program (RFS2) Final Rule.  The presentation materials are now available online. Questions raised in the workshop are included in EPA’s Q&A list.

RFS1 Compliance Information

RFS1 Questions and Answers

Questions and Answers on the Renewable Fuels Standards (PDF) (59 pp, 270K, EPA420-F-08-006, April 2008). This document contains all previous versions' questions and answers for RFS1.

RFS1 Compliance Tools

EPA created two tools to assist RFS1 reporting parties. The first tool, RFS1 Report Checker, will help reporting parties identify and fix common reporting errors prior to report submission. The second tool, RIN Inventory, will help reporting parties keep track of quarterly purchases, sales and retirements to prepare for the RFS0100 report. EPA designed these tools in an effort to reduce the number of resubmittals EPA receives for RFS1 Reports.
