June 17, 2009, Next filing deadline August 31, 2009. The Central Data Exchange (CDX) registration deadline for this reporting cycle is August 1, 2009. Companies whose registrations arrive after the deadline may need to use the alternative filing procedure. Companies needing assistance with registration or reporting may call the EPA Fuels Programs Support Line at 202-343-9755 during normal business hours (Eastern Standard Time 9:00-5:00). Companies needing assistance with CDX set up should call the CDX Helpdesk at 888-890-1995.
Fuels Programs Registration:
EPA has developed a new system to provide a dynamic User/Company/Facility list. All companies will now be required to submit new and updated registrations through CDX. Please use the registration system's user guide (PDF) (50 pp; 1.9M; April 14, 2009) to assist you with navigating the system. Its important to read all directions as errors may delay your registration or require you to resubmit.
Common Errors to Avoid:
- Not downloading and/or reading the user guide (PDF). (50 pp; 1.9M; April 14, 2009)
- Failing to complete the entire registration process. Please make sure to follow through on each step. The following mistakes are frequent causes of registration problems for new users:
- Forgetting to mail the forms after printing them. EPA must receive the forms in order to approve the submission.
- Neglecting to click the “continue” button after printing the forms. You will see a “submission success” screen when you complete this action. If you do not see the screen it means that EPA has not received your submission and cannot process it.
- Missing signatures. All forms and any applicable required letters must be signed by a Responsible Corporate Officer. The only exception is the digital signature agreement for CDX Submitters which must be signed by the individual who will be submitting reports to EPA.
- Recreating a company that is already registered. To update information for a company that is already registered, you must “associate” the new information with your existing company profile. Do not create a new company record.
- Improperly identifying your system roles. After associating with a company, you must select the initial roles for yourself. If you do not, then you will not be able to do anything in the system.
- Selecting incorrect business activities or program types. If you are only registering for the Renewable Fuels Standard (and do not produce gasoline, diesel, or renewable fuel) then the only business activity you may select is “RIN owner.” For example, do not select “Oxygenate Blender” or “Other,” unless you are required to under Title 40 CFR part 80.76. Furthermore, if you do not produce nor import gasoline, do not select the “Gasoline” program type unless you are required to under Title 40 CFR § 80.76. Each business activity and program type pertains to specific programs. You should understand what you are registering for and signing.
- Missing key identifications. Biodiesel Producers must click the Diesel program type in addition to the Renewable Fuel Standard to demonstrate that you understand you are regulated under both programs. In addition, you must select RIN Generator, Refiner, and Biodiesel Producer.
- Failing to provide facility information. If you select the Gasoline or Diesel program types you must have a corresponding facility. In addition if you select RIN Generator (this includes those companies that import renewable fuels) you must fill out a facility.
IMPORTANT! Before mailing your submission package please read every form and follow all instructions.

A) If your company does not have any registered CDX users or is a company registering for the first time, please complete the following:
- Download the user guide (PDF) (50 pp; 1.9M; April 14, 2009)
- Create a CDX account at http://cdx.epa.gov
- Follow the prompts and read the information on each page to set up an account
- Fill out required contact and company information for your CDX account
- In the CDX Registration: Add Program select Office of Transportation and Air Quality Fuels Registration (OTAQREG):
- In the CDX Registration: Add Program ID enter N/A for program type and click Finish
- In your MyCDX page, click on OTAQREG: Fuels Programs Registration
- Click the New User link
- Your contact information will be brought over from CDX, fill out the additional required fields
- Click the Company Info
- First search to see if your company is already a registered company. If your company is select it. If not, click the Enter New Company Info Tab and fill out the form. Please note if you create a duplicate of an existing company your request will be denied and you will need to start over.
- If you have facilities fill out the forms under the Facility_info tab
- Once you are finished click the Review and Submit button
- If your information is correct click the Submit button
- Print the forms and read them to ensure there are no additional steps you need to take
- Have Responsible Corporate Officer (RCO) fill out any additional information if required and sign the forms and mail to EPA at address below
B) As a new user with an already registered company, please do one of the following:
Option 1: User Nomination
- Download the user guide (PDF) (50 pp; 1.9M; April 14, 2009)
- Have currently registered CDX User Nominator log into their account
- Select OTAQREG: Fuels Programs Registration
- Select User Nomination
- Fill out new user information
- New User will receive e-mail and CRK Code from CDX in order to activate account
- Have Responsible Corporate Officer (RCO) fill out and sign submitter letter mail to EPA at address below.
Option 2: Self Nomination
- Download the user guide (PDF) (50 pp; 1.9M; April 14, 2009)
- Create a CDX account at http://cdx.epa.gov
- Select New User
- Fill out all information, sign up for Fuels Programs Registration (OTAQREG)
- Search for already registered company
- Associate with registered company
- Have Responsible Corporate Officer (RCO) fill out and sign submitter letter mail to EPA at address below
- When we received signed copy, we will approve company association and user roles assigned by the RCO
C) As a current CDX user, please do the following.:
- Log into you CDX account at http://cdx.epa.gov
- Select Edit Current Account Profiles
- Select Add New Program
- Select Fuels Programs Registration (OTAQREG) and then Add
- Go to MyCDX and select OTAQREG: Fuels Programs Registration
- Select New User and associate with a current company. (Add more information)
Registering companies and facilities through CDX is available for RFG & Anti-dumping registration under 40 CFR 80.76, Renewable Fuel Standard registration under 40 CFR 80.1150 and Motor Vehicle Diesel Fuel registration under 40 CFR 80.597. All three rules require initial registration prior to conducting regulated activities. Submit an updated registration form within 30 days of any change in previous registration information.

A company may have up to five submitters at one time. Please follow the instructions above and mail the appropriate signed letters to EPA. Do not share accounts. CDX accounts are for individuals not companies, submitting information to the EPA using another person's name is a crime.

Submitting a registration through CDX does not equal registration, after submission of these forms must be printed and signed by a Responsible Corporate Officer and mailed to:
