This 40-page booklet is intended for state officials who are considering changes and alternatives to their state funds. The booklet presents case studies describing some of the activities that three states have conducted in making a transition from a state fund program to other financial assurance mechanisms. The booklet also describes five programs that might serve as models for states that have decided to change the structure of their state funds.
