Risk-Based Decision-Making Performance Assessment Study
The American Society for Testing and Materials (ASTM) under an assistance agreement with U.S. EPA-OUST is conducting a research effort to assist state and territorial environmental regulatory agencies with the evaluation their RBDM corrective action programs performance for Leaking Underground Storage Tanks (LUST). This evaluation will help to determine whether RBDM programs are achieving their state agency management goals. The study is reviewing five individual state programs which have augmented their existing programs with RBDM and will evaluate the impact of RBDM on overall program performance. A series of bulletins will report on the progress of the study and summarize the successes and challenges of these programs which may assist other State programs that are implementing or considering RBDM programs.

This bulletin describes EPA's and ASTM's efforts to assist state and territorial environmental regulatory agencies with the evaluation their RBDM corrective action programs performance for Leaking Underground Storage Tanks. The effort reviewed five individual state programs which have augmented their existing programs with RBDM and evaluated the impact RBDM has made on overall program performance.
