On February 19, President Clinton and Vice President Gore unveiled the new Clean Water Action Plan in Baltimore, Maryland. To carry out the initiative, the President's proposed budget includes $568 million in new resources in FY 1999 and a total increase of $2.3 billion over five years. The Action Plan will protect public health and restore the nation's rivers, lakes, streams and coasts by setting strong goals and providing states, communities, and farmers the tools and resources to achieve them. The Action Plan calls for more than 100 major new actions to restore and protect water resources.
